I just want to add that the phenomenon you describe has been noted by others and was given a name. Wesley Yang is a writer who has been analysing the break down of democratic will by the elites and he calls it "non electoral politics of institutional capture". Meaning policy is advanced not by public will but by worming their way into decision-making processes.
